bans are based on ip or "cdkey" 
but also at nickname.

then admin should block (ban) that player via MAC adress of your modem or your personal lan/ethernet card. can be done in firewall of server machine
also admin can ban ip range. that will result in bann your whole pole of IPs, but minus is that... when some1 else using that same pole of IPs will be banned too ;-]

do not ask me iam pretty sure we have much more ways to "ban" some1.

@terror: fool, cyrax main coder of edawn coded himself a cheat that works vs specific players to use it against aimbots, so humans are not targeted by it.
Still it fucking suxx, either you have the power to fight cheaters without a cheat or you just demo them and get them banned, turning on cheats against a cheater NEVER works because of one reason - it is subjective if someone cheats or not.
