I do not agree with that. you a little carried away. I do not deny that I did not use but that shit once a year until 
moreover there is no chance that anyone managed to play the cheats so long unnoticed. is not it?

Still it fucking suxx, either you have the power to fight cheaters without a cheat or you just demo them and get them banned, turning on cheats against a cheater NEVER works because of one reason - it is subjective if someone cheats or not.
this idea is (or will be) in some game. if player is using cheats, then he can connect only to servers where "cheats are allowed". in short... Cheaters there are allowed only to play vs cheaters. i think its not so funny, and they stop to using it

Wrong - you are record holder of being not banned in this mod.
Your first gaming records go back to somewhere in 06/7, we got proof of you cheating since '08 till 2010.
In this time you cheated above 10 different persons a day, due to E+ having a small maximum Player counts you probably cheated everyone of the up to 500 persons being around or more, making a guess I think you cheated players in over 73000 situations or way more.
Why you weren't banned? Because you never appeared on one of the more important Servers, so better Players in this game didn't care, if there was a demo around of you we had to skip them, because you were so extremely laggy. You got kicked by pb for multihack but the screenshot passed on unrecognized since noone cared once again. Lateron you got kicked by E+ Anticheat which only underlined our thoughts till that, and afterwards you let urself getting caught for using "shin[...]"
Last record of you cheating a regular player I got on my hdd is from 25.10.2010, at that moment you have been caught several times already and still cheated on regular base.
And thx to you we even own a picture of you and how you look in real life.
