I think he's trying to say that after he installed Windows, in q3 he gets 30 FPS . He installed the original video card's driver also, but still 30 FPS in q3. And he asks something about bla-bla-bla render.
Well.. if that's the problem, then check if your video card is correctly inserted in slot ( just a guess ) and the settings from video card's control panel are correctly set. You better make a print-screen of those settings for later use. And make sure you have this value in q3 : com_maxfps 85 or 90.
Can i read poleng or not ?

to tak mad przeinstalowalem windows zainstalowalem new q3 i wlaczylem q3 i mam 30fps instalowealem szukalem ruiznych strerownikow od karty graficznej ale dalej to samo zainstalowalem stery z orginalnej plyty od tej grafy i dalej to samo niewiem cvo mam robic zainstalo walem tez nowego wina bo myslalem ze to przezto ale to nieto i niewiem moze ktos mi pomoze:/

throw a quick check on the "Processes" in your task manager.
q3 should be having more than 90%, if its not, something is chocking your comp, try shutting the process that seems overzealous .

Craciun pisze żebyś sprawdził czy karta graficzna jest dobrze podłączona, i zebyś sobie ustawił com_maxfps (w grze) na 85 albo 90.
Foksie napisał, żebyś wszedł w menedzera zadań (alt+ctrl+del) i zobaczył w okienku procesów czy coś ci tam nie je siły procesora, jakiś inny program.
