doesnt matter he were in a clan before, or newcomer, the member of a clan should skip the one match.
This rule is so stupid - It has been invented to prevent clanhopping, not to generally prevent people from playing.
By the way, a new player ain't introduced to teamwork of a clan, so not much of a advantage there.

i think rule is nice even it would be nice to wait 2 match.
for example the new clan members has strong still
it gives more advantage if clan playing without teamwork.
