EXCESSIVE MOTD not working

When ever my clients including my own, the motd shows up really big like it does in Regular Quake 3 Arena, I can get it to run if I click on the BAT file called XP_Server.bat but it only shows on that machine if I join from another machine on my network it is still the old style, and the Manual says nothing about this. Thanks
