so at first this is the client and configuration setup help topic and not the server setup and administration help, cause it would be better too post there, but i will tell u what u need too know,

so at first u make a flile this needet rotation.txt (u can call this file what u want), there u write all maps which should be rotated in, there is no need too write any fraglimits in the rotation.txt, so just write in the maps like this

q3dm1
q3dm2
q3dm3
q3tourney1
......

only these lines with the maps in there and when u have that file, u add or change in your server.cfg this line here ...

set xp_rotation "your-rotation.txt"

for sure in the field "your-rotation.txt" comes the name of the rotaion u created, for the fraglimit there is an extra line in cfg which controlls that so in that rotation.txt only comes in the maps without any special chars or other stuff

The thing is, this is in the wrong section. Your question is server specific.

Check the server section, and search it, this question has been answered there a lot of times.
