2 Web developers: Outlook 2007 & preistoric Internet
I just found out that Outlook 2007 (with a statistical market of 6.89% for usage) is much bad then his predecessors. That is because Microsoft Company changed the main HTML Rendering engine from the usual Internet Explorer to the Word's HTML Rendering Engine.
Now it offers a "NOT" rendering any kind of GIF format images and a lot of usual standard CSS proprieties like background-image , floating CSS proprieties , overflow and many others ( see for a full documentation on the HTML Renderer here ).
In this way Outlook 2007 drops all the fancy emails and give pain to the developers .
Comments like
"WORST DECISION EVER"
"Why? Why?"
"Why does anyone still use this?"
"STUPID, STUPID, STUPID"
or "Massive Fail" are now usual from the users that had the time to read the full documentation of Outlook HTML Renderer.
I wonder how he managed to make ~7.55% (June 2009) from these statistics.
So my conclusion .. If you use any other Email Client Program, don't change it for Outlook 2007 .. its not worth the time Or the money ..

Im one of those users that upgrated from 2003 to outlook 2007 as soon as it got out and let me say that is not that ugly monster as your source mentions and assures that is.
The company i used to manage made around 200 upgrades from Office 2003 to 2007 in the last year with positive feedback on all Microsoft Office software.
The problem is when people doesnt know how to use it or when they just have the brain to work with the 03' interface.
Right now im doing beta testing for Office 2010 and i must say is kinda more user friendly. All the options are very easy to catch if you put a few minutes investigating your Menu's.
And advicing to not run outlook 2007 on this days is like saying stop buying vista os. Its almost out of the scene.
as private user u don't need outlook anyway. In company we use David Info Center.
