But i will say you why i give that as my point of view:

move with grenade and strafe around the map then you shoot a rocket, what you feel now ? you are faster then the rocket himself and you are near to overtake it When you stand still and shoot a rocket the speed is ok but many people use that weapon only for a short switch and not uses it anymore as a real weapon like a bfg (for examble). And besides (one more time) i add this poll to see who is interested in a change and what will be changed stays on a other paper or in future in other topic!
