As server can change configuration client?
We all remember !^'HISZ^+Y^] PUBLIC servers.
Who can explain whereby changed client settings (rate and other) at connection to their servers?
How to repeat it?
I believe custom ioquake3 engine.

Nobody knows how he set the things on server!

If they cant read crontab messages as its on rus rail servers about the proper settings its their fault
You either use flaws in q3 1.32b code or do it about client adaption. It only works for some stuff as netsettings.
Also that was pretty stupid to do, the settings totally overforced slow connections.
PS: if you want to make it easy let them load a autoexec.cfg or something via a downloaded pk3.

People come to the e+ and their ping inflated, they use base settings:
rate 3000
snaps 20
cl_maxpackets 30
com_maxfps 85
for them hard play here...
