Is it possible to have a config like the server : http://www.excessiveplus.net/query/89.250.5.8:21973
Because I want it for Singleplayer

Yes, any server config you can find on the servers in Spider can be loaded and played during Single Player as well. Talk to admins of the server.
You can see that config's name is: 2.0a excessive5z.cfg
Once you get that file from the administrator of that server (whoever that might be), you place it in the ...\excessiveplus\conf folder and write /load conf/2.0a excessive5z
