What comes to mind -

1. Your ISP is seriously fucking up.
2. You have a colony of ad/spy/mal ware.
3. There's something wrong with your windows.
4. Your internal Q3 net settings are messed up (snaps cl_maxpackets etc)

Not really helpful, but meh, what can i say with such little info?

Anyway, here's what i'd do - i'd check my pc for any hidden viral shit, check if everything is allright with my q3 settings, then i'd get medieval on my ISP's ass.

hm are you in cyprus now? cause you should know that theres quite a distance between cyprus and lets say... germany?

anyway check your hops, to see if you could optimize them a bit (it would be bad if for example some of them go through lets say sweeden).

then type

and paste it here.

try pinging some 2!S server as well, and perhaps some USA server, like NWC

post here, so we can check if some garbage hapens.

then do it with

[code:1]tracert www.excessiveplus.net[/code:1]

and with the same servers.

paste it also here. it should pretty much show if you have problems on the routing segment (my suspicion)
