no its not a cheat, teamspeak is a speaking comunication in games for the enemy not to see what you are saying, it is allowed to do that, and that is for what it excists.

It is like in real war have "Motorola" or not. 
We are in 21. century, so is normal. 
If xp_matchmode = 1 then you can lock his team and nobody can spec. your team except members of your team or people wich have password.

It can be a cheat, and it cannot be a cheat.
If you use it in a clanwar and have someone spectating the other team and telling you where everyone is, than its a cheat, other than that, its not

wel i know a german clan who always use it during clanwars, it's not cheat of course, but sometimes a bit unfair in ctf cauz they can spec and know where is the flag and tell it... but everybody can dl TS and use it so i don't see problem, they are free to use it or not, it's just a question about organization and CL wishes

true, isnt fair, but how u will know, that's they use now TS, and speaking about flag enemy's... etc... in general rules TeamSPeaking are allowed... so at this time we can say only: glNhf in next cw's with Micro near your ear

Definitely not cheating, TS is just an alternative means of communication.
I mean, you can just as well tell your mates where are the enemies using a series of smart bindings combined with say_team, maybe it won't be as accurate, but it's almost the same.
