I am lazy to read all this, but I noticed that that "e+ spy" can be Shadow (sorry if I am wrong)! Happy
I don't want to enter in fights about IP addresses and discovering personality stuff, but I just noticed that screens which Skull given at start has same Windows skin (theme) as those from Shadow. That's all from me... Winking

He already helped couple times to catch sneaky cheaters before,
btw he is called "secret e+ spy" because he doesn't want
all people to know his identity. Who he is, is not important.
Focus on catching cheaters not decent "secret spies" Happy
