Well. It can be played on 1.03. Although i don't know how to downgrade a server from 1.04 to 1.03. Also aslong as there is no server crash from 10k of mg bullets.

skull, it'll be 1.04 with 1.03 e5 cfg 
but it wont be as buggy as the fragfest was, due to the outstanding amount of players (more than 32 was more than asphyx's server could handle, which in itself is a more than reasonable amount of players)

one more time, it was not asphyx fault that tfragfest was that buggy.

we all know that, e+ 1.04 beta6 couldn't handle that many players
beta5 was tested by asphyx, and worked fine
but as beast said, xp_predictitems (or something similar)
could've been/was the problem
