if you use copy paste from another webpage, word or html preview program, it gets your "client" comment editor formated as html and not as bbscode, the forum editor uses bbscode and not html.. this is why when you press preview it gets different... because the editor sees it to html but converts it to bbscode, at least what he can.

codes like <p> (paragraph in html) cannot be converted in bbscode because it doesnt exist therefor is removed. You only see it in the browser because the browser knows how to shows it like that. But html code is not accepted in the forum. (same Word uses internally a combination of html/xml tags which can be interepreted by the browser and shown)

A best practice is to hit the "disable rich-text" link after you pasted the text and reenable it on "enable rich-text" .... this way the editor will convert it before pressing the preview button and you are able to rearrange the text.

html code is not accept in editor for security reasons.
