How do I play PlusN on localhost?

I downloaded the cfg and there was five or so files but I don't know what to do with them, if I load plusn.cfg I do not spawn with all the weapons and it has all the items like fly quad battle suit etc I don't want. I would like to play as if I was in beer but on localhost.
Thanks for any help.
Edit: I downloaded plusn2.4 cfg from here: http://www.excessiveplus.net/forums/thread/plusn-cfg-2-4 and it gives plusN.cfg, ho.cfg, mapitems.cfg, mmod.cfg and weapons.cfg but I don't know what to do with them.

put all the files to /excessiveplus/conf/ folder
plusN.cfg in /conf/ and all the rest in /conf/N/ folder
then in game console type: /load conf/plusN

Try to logout, clean all of your browser cache and login again
