set your browser page encoding to your default encoding. Default encoding of my winXP profi is Windows 1250 (notepad works only with this encoding). I needed switch encoding of forum page to windows 1250. Now you can copy your tag:)

View this forum in internet explorer. Go to view and set up page character encoding. Default by Forum is East europe encoding, but your system using another encoding of text (tag characters). This is problem, why is characters showed bad. You must set encoding in internet explorer to same encoding as you have in notepad. Test more endoding. Test Windows 1250 as I have. If you will have encoding of tag and encoding in internet explorer for forum the same, your problem will be solved, ok?
