The rule clearly speaks:

"Ban for active cheat is permanent, duration can be changed in case of public apology and the provision of cheating. The unban decision is up for ranking moderators with taking into account community opinion."

He was banned for cheating, and there was no public apology or provision of cheating. He only did that lied everytime he was doing his "intelligence" posts.
