1) You don't have a stable FPS rate
Try using the Vertex lighting, it will lower your graphics quality but will greatyl improve performance - r_vertexLight "1"
2) Try using the cvar "screenshotJPEG" to take screenshots, so you don't have to convert them from .tga to .jpeg with IrfanView or any program you use

Map would be Pigskin, and they were probably playing a 1 on 1. Those things happen, just ask if it's ok to join, sometimes 1 on 1's are played. I don't like 1 on 1's on public servers but i know that if it's a 1 on 1 i won't join untill their fight is over.

No I'm no Q3 programmer but only I saw you had your FPS capped on 125 for better jumping I guess and on other screens it went down to 60 FPS.
If your FPS rate is unstable, you'll have lags. Just wanted to help
