there are many things u can check for see where is the problem :

check process list with task manager, kill useless process

check msconfig startup services and programs for delete useless shits

check around in ur OS settings for unwanted updates/downloads/online services...turn off all shits

check every browser settings for remove useless bullshits and clear all cookies and temporary files

check java/flash settings in control panel for turn off updates and change some stupid invasive settings

check router settings if some settings got changed or try to make them better

check router/pc internet cable if u use it, that is not getting fucked up

check wifi settings and signal if u use it

restart router for refresh it

install 1-2 antiviruses and make complete system scan/clean, install 1st one, scan/clean, when u done, delete it, put 2nd and do same shit

check firewall settings and block all useless shits

might be good aswell to install CCleaner and make a deep scan/clean of trash around the OS

that's all what comes in my mind right now...

ah another things might be to change DNS, if u use default one by ur provider, u can try the public ones from google or from openDNS (openDNS is best for me), default DNS can be sometimes overloaded from all other ppl that has ur provider, so using public ones that are even better and larger can give u better results.
