How to do it, if it's not a secret? And where can I get server configs (that I don't have to change, config should be the same like 'plus.cfg', and it must be unlagged)?

What is your internet connection speed? let me know how many slots you want but first internet connection speed, so I'll know if it is worth the time to guide you on how to setup a dedicated server, else if you just want to try a basic setup go to your quake directory and if you instaled e+ mod run xp_dedicated.bat and test that basic server cfg.

I use ADSL modem, speed -> 256 kbps (sometimes less than ( )

hmm i guess this speed enough for 4-5 slots tournament server
forget about other gametypes

hmmm.... ONly? Can i create tournaments on rails only? Or maybe i have chanse to create the server with rail only, but freeze? I hope if I Have any chanses to do it, servers won't disconnect when quit the game

I would suggest you to start with something small, like tournament with 2 slots for spectators. If it works well, you can always add players and change gametype. If it does not work - nobody will play because of lags anyway.
