Please MOTD help!! Server admins

I have been asking alot of people and I get no repsonse. I am aving trouble with the MOTD, you told me it was a client server conflict with the version but its not, I have both the same version on both.... its on all clients, even from accross town. Also I was in a clan server last week and when I spectated the little, new, cool MOTD Was displayed the whole time I was spectating. How can I do that to?

The MOTD in Excessive Plus 1.01 is soooooo Cool but yet when I connect to my and anyother server for that matter It shows liek the old school quake. I have even tried this on my friends PC. Also How do you show the MOTD during spectating I saw that on a BRO Server.
