Sometimes when i enter the same server for example bro9 tdm the rail killes in one shot and other time it take two shots... so i was wondering is that changing all the time or did i just joined the wrong server??

That depends on the server Sakati...

Bro.cfg makes the rail very powerful however the server can balance this out with more armour and extra health. (like the armour shards or a mega-health kit)
