Well, thats weird, because C4 War is located on same machine as MU, and since few days it was been switched from sv_fps 25 to 30 same as C4 always had, it could have a minor ping change in your case, for some 25 makes lower while for some others is bigger, but not so much to cause any lags or very big ping.
