The main problem in your idea that its usually 1 active clan leader who can organize something and dozen of players in his clan who are lazy to do something and only can come on clan wars. If you will just send this 8 players to organize the clan - possibly they will leave the quake at all, because nobody wants to organize the wars/trainings and etc.

Such restrictions probably won't bring any more clans, mostly will just filter out the semi active players, which is not your goal.
