there should be an option now to disable the shoutbox block under
My account > edit > account > Block configuration.

Also made it to display Don't spam instead of the input box if there are
two or more shouts visible from the user. To get back the input box and
be able to shout the user have to wait until others make his shouts go
away/be invisible.

this is just a temporary solution

I will donate more time to the
website and the sandbox after the 2.2 release. And hopefully others
will join me then to modernize the website and get rid of all the bugs.

Edit: Moderators can still spam the shoutbox.
