Sniper Server

Can someone create a Sniper server that will be a railgun and grenade launcher(0 damage)for finding a place to camp just like in Unreal Tournament server called AMLP Clan Server(If someone's have a Unreal T go to this IP: 213.186.50.213 and 213.186.50.212)

camping is a part of the game, but every experenced player will concetrate on camping guy to humilate him 
and that we call quake
