Strange Lags

I got lags but only when I RESPAWN, fps are ok, about 100~ but its look like fps 15 for about 5 seconds.

I got also terrible lags ALWAYS but just on 3 MAPS:
ospra3map1, poq3dm5, 1++

Its NOT lagg because someone connect to server, nobody is connecting.
Also I don't think my PC is too slow.

My PC:
Pentium 4 Northwood 2.0GHz (can be overclocked to 2,7 then still lagging)
Hynix 512MB 400MHz
GeForce MX440 64MB

My settings:
/cl_maxpackets = 120
/snaps = 60

Any ideas?

Reset your config to q3 defaults and check if problem occurs.
