main problem is that most players, including cheaters have dynamic IP's...

yea but not all have;
plus if we talk about ip-ranges that's means there is some good players in those ranges so maybe a list of those exceptions along with ban list will still work

way more than 95 % have not a static ip.

List with ip-ranges with exceptions, so so, wont that too much work?

And, who will make such an effort for such a small player ammount?
