Also Euro guys wont have any problem playing on New York server maybe need only an hour of training to get used to it.

It'd be better with a binary type elimination ;p
20+ players are already registered so when the number is 32 its done, each 2 player will match randomly at each round. [lg32=5 rounds total]
At each match, both players will play on DM17 twice; the player with a lower time at first phase will be the last one playing, at 2nd phase.

If everyone is ok with this elimination system then so be it

PS: The number may be 64 depending on circumstances, esp if an Euro server is arranged.
