Yea I suck, I confused 2 commands g_inactivity & xp_inactivitySpectator
fixed once again, but I told you allready, go to new server for that event:

public vanilla 1v1 will always have that 1:30 min limit for idle players in game to kick them out to spec and let others play, while on vanilla 1v1 war is no such limits anymore!
