As we are talking about a community website it's up to community to decide.

And I repeat it again a community website will not be official mod website : it's a space more user-friendly how I imagine it. E+ mod releases will be released here when e+ team does.

As first idea concerning your question, I can give a webspace on my root server. And as you and some said camel could maybe help too.
