I also have win 7/64 + PB always ON and everything works well.
I would say the same like bene.
1. u have to delete your sound and video drivers
2. restart your pc
3. clean your registry
4. install the latest sound and video drivers ++++ never make a update for that if all is fine

ehm guys, he is absolutely saying that on old e+ version and default quake3 it works (as far as I understood him), so as far as I can think he has a messed up or broken install of 2.2.
You need following pk3s in your excessiveplus folder:
z-xp-2_0a.pk3
z-xp-2_1.pk3
z-xp-2_2b.pk3
Any other pk3 in e+ folder should either be deleted or moved to baseq3 folder ( if it is a map for example).
If problem persists, try moving the pk3s out of e+ folder starting with 2_2b first, then 2_1. If problem still persists check if an older version of e+ works.
Don't forget to set cl_allowdownload 0.

If I had good noticed, I get freeze when sb connect to server, maybe I'm wrong but tha could be a someting and next step to find whats wrong
