It has always been 7 on my server, so what is the problem ?

updated server with new features so players can choose :
map by using :
/callvote map ... /callvote map_restart /callvote nextmap
mode of the ctf flags (xp_crazyCTF) by using :
/callvote =crazy /callvote =notcrazy
gametype by using
/callvote =ctf /callvote =rtf /callvote =oneflag
conf by using :
/callvote =plus /callvote =rail /callvote =e5r
