but is it enough to consider him as a cheater? 
1. he was not dropped from the server
2. there is no evidence for using cheat

He wasn't dropped because the server is unprotected.
Yes, you're right, but I said this already, lemme say this again, read more carefully next time.
There's no evidence for using cheat because he didn't cheated in game because he didn't knew how to run it. He admitted he was trying to make it working and he's going to look for another cheats online. For me that's enough to ban someone from the servers around.
Your opinion, Echo, doesn't matter at all anyway. It's up to server owners only. They've got brains and don't need to listen to the crap written here.

owning or trying is hardly a reason to ban imo.
MY actual definition about when a ban is needed is when a person cheats non cheating other players.

Didn't meant to offend you; I said this as if I were a server owner.
Look, you're server owner, you browse the thread to add some guys to banlist and you see my post. If I were that guy your, khaz and others opinion wouldn't matter at all.
That guy is dirty and I like to keep things clean.
Now I just abandon this thread for now, got better things to do. My job about that case is done. What's going to happen it's up to server owners
