84.149.231.52Both of those IP addresses belong to Deutsche Telekom AG, so it is possible that it is the same person. It is impossible to know for certain from just an IP address.
The way that IPs are subnetted and assigned vary from company to company, and just because they are on different subnets does not mean that they are in different locations, or different people. For example, my ISP switched my IP address from 24.251.x.x to 70.190.x.x one day for no reason at all.
your fast methode of answering and teach other ppl's and u don't know about this ppl's very nice man ! i have always same ip range and u think anytime i m that :roll: man i see now how shit in head have ppl's here !
