*.drv file format - need help to open it.
Files are just crypted with GnuPG v1.2.6.
it's a PGP software. You have key in files. It's the .gpg(public key) extension and .sig(signature key)
*.drv is the common extension for drivers. But here, in that case, files *.drv are crypted. If you give me a little time, i ll decrypt it for you.
Missing owner key.
[edit] : The sig file is not a trusted signature file. it create by the public key, but we can't open it.
*gpg : Singature made 01/13/12 19h28 using DSA key //mean that the signature was created recently *gpg : good signature for "XXXXXXXXX" <<DG08X ver 1>> //mean that the public key recognize the signature file.
By honestly, the signature file was generated with bad argument, it's a valid signature, but it miss some arguments. I'm sorry i just couldn't decrypt it without a valid signature.

and I've seen: a road crossing, some cars (1 of them was white) and a guy with a white hooded sweatshirt. after that WinMedPlayer crashed

DVR is a video file format. But these files are DRV, not DVR.
So impossible to play it?
It might help if you finally tell the name of the manufacturer of the camera and what exact model you have. This could help finding an answer to your initial question.
If the producer of the camera is Speco Technologies you might find a converter/player on their website.

It's simple.
Video file are crypted. There is a way to decrypt them. but signature file are crypted.
--> There is no way that video can be play in this state (*.drv)
--> There is no software that could open/convert this file (*.drv)
Files are just encrypted, like winrar/winzip, and you guys try to open them with mediaplayer. You just can't do that. In the archive you have :
8903B61A.gpg --> this is the public key Normal- -[000001].drv ---> crypted video file -[000001].sig ---> signature file -readme.txt --> simple....
