if it didnt exist why couldnt you play cpm14 as 2nd map?
even if you say you dont care about the given map order, then it is ref's decision since both teams couldnt agree. Otherwise there would be no possibility to continue.

either way you look on that map case, cpm14 was to be the second.

And as Skull said the WO was finally given for cheating on the player rule.
