Right now the server is running in baseQ3 mode (under turkey.cfg).
Should I enable excessive modes as vote able in the config? If so, which excessive modes?

Nah, no one ever plays them. 
It's all plus.cfg or something similar nowadays. :'(

Most popular are plus.cfg and e5r.cfg
get them and allow people to vote, you might see that they end up more popular than baseq3, at least in start.
