Control Panel\All Control Panel Items\Display\Screen Resolution > Advanced settings > Monitor > Screen refresh rate

you can find screen refresh rate and opengl latest version

PS: if u have windows 7 opengl already installed, just make sure already exist

and pls send your default.cfg for more help

ok guys, I am not sure wether you try to waste his time, or want to help him.
according to the console and info he gave us, he owns a pentium III based laptop, which is just faulty.Also his q3 is outdated.
