i set snap and sv_fps to 20 and dont help
sv_fps 85 dont help too
sv_fps is server side command not client. (on server.cfg)
client has /snaps , wich must be at least eaqual to server side sv_fps ..
if sv_fps is 20 snaps must be 20...for players.
client fps is controlled by this command /com_maxfps...
Its not a unreals problem.

Last have little lags when someone enter the team and connect but it was work fine
