Sure you can set set passwords, there's a powerful user administration interface built into it. Just click "Priviledges" on the start page. You assign a password to a user, not to a database, and then you assign which users are allowed to do what in which databases.

U may ofc set any folder/file preveliges if u have root access to the server regardless of this tool!

phpmyadmin is an admin tool, it's not supposed to set up users on its own. It's there so you can. phpmyadmin supports everything you can do when you are logged into the database via your console. There is a field where you can input complete mysql commands, and you can do most of those commands via some gui alternative. I've set up many databases with corresponding users from scratch via phpmyadmin.

Folder priviledges have nothing to do with the mysql server. Perhaps we are talking about different things.. the topic is setting access rights to certain databases, right?
