U might try setting up DMZ on a router, or redirected a port, I do not know what causes the problem but it won’t make any harm if u just tries it.
Have u tried reinstalling windows? Maybe other application causing the problem by autoupdating software?

When I do it at home (using my home connection), it does the same.. When I try somewhere else on my laptop, it's ok.. It's definitely not caused by bad setup/config of q3.. Tried bunch of things configurating my router, nothing helped.. Might have missed something will try and let know..

install new clear windows and try it. i think it will solve that problem

try this
well it seems there is a solution for that!
a temp fix
just go c:/windows/system32/drivers/etc search for hosts file
open in and type
127.0.0. then press tab and then write again authorize.quake3arena.com
this will enable u to join 
))

Heh, my solution is simple.. I just keep q3 connecting and go read a book or do something.. After some 10 - 15 mins. its connected.. I was really trying, but haven't found any orther kind of solution.. gl&hf..
