Yup, Kraster... u need rcon like mow said,

/rcon whois "id#"
to know id# of the players type /players and at the left on the name u will read his/her ID...
/rcon status2 to get ip and GUID or /rcon status to get also IP

If u arent' an admin, contact the admin( to check the logs and get his/her ip, if u know he's cheating and PB isn't enable or PB don't kick him, make a demo of him and Admins will decide to make the Bann Efective...peace...
