You just need to train. You need to be motivated and have the ambition to get better, you need adequate hardware (anything more than adequate is pure aesthetics with marginal impact on your real performance), but most of all, you need to simply enjoy yourself while you're playing. And by that i don't mean just deriving fun from participating in a game, i mean physical and psychical comfort. As long as you have that, your hardware doesn't hamper you, and you are dedicated to improving, you will, sooner or later. It's good to have innate talent of course, but you can get good even without it, it will just take you longer to do that.
If you want to improve a particular element of your gameplay that you think is weak, do so in a real combat environment. You will get punished for any and all mistakes, making you more self-aware and analytic of what you're doing right/wrong. This way of thinking helped me a lot in improving in QL, and i'm sure it can apply to E+ as well. In general, i'm against stuff like practicing vs bots on dm17 to improve aim (by trade of damping map awareness, promoting over-reliance on visual cues) or playing without sound to improve reflexes (putting the player in question in danger of not taking note of or misinterpreting sound cues during a "normal" game, or even worse, getting confused by them if they contradict the visual cues he's receiving). I know e+ is basically all about 1) rail aim 2) switch spamming and 3) weapon movement, but i think it's worthwhile to improve even in areas that aren't as obviously useful, most of the top e+ players would do good in other mods and fps games precisely because they do not limit themselves to the default skill set e+ forces upon it's players.
We can close this thread, the answer is of course "Practice practice practice practice. What are you doing? Why aren't you practicing?" Because he's right, that's the only way to get better at anything you do.
An old teacher of mine once said you can only use advanced techniques (and thus "get better" at anything) when you fully understand THE BASICS So always practice the basics, always always always. This is part of why I suck at Q3 nowadays, I really can't take it so seriously I'd rather practice my instruments/music and making music.
But seriously, if this is your thing (playing games), then practice practice practice. It's fun, and you'll get better in no time.
