this is rly interesting thing, but dunno if it's rly possible. anyway, in q3r soundhax doesn't exist, coz it's officially allowed by the game, there are 2 cvars :
cg_loud_footsteps :
If this Cvar is set, the normal footstep sounds of players are replaced by loud, distinctive footstep sounds. Each player model has loud footstep sounds for both normal and metal surfaces. This sound replacement is independent of the settings of the PMSK and AWH systems. Those settings control which model will be the source of the sounds, while this Cvar controls whether the normal or loud footsteps of the selected model will be played.

so as u can see, in q3r soundhaxing is available for everyone.
