I have been doing this in my server for a year in instabrew.cfg
Works well for certain game types but has plenty of downfalls also.
One example is the battle suit cant be used as a pick up item or the player
will be invincible for entire life of the power up.
Of course you could tweak it versus weapon power but with cfg such as plusN it doesn't work well.

The problem is, that killing a spawning player
has no consequences.
Thats why ppl do it like a sport,
like a special challenge!

Instead a spawn-campin/killin player
should be punished
like a player, that hits/kills a teamMate!
1. Problem solved!

And if the spawnin player becomes a vaild opponent,
when he can shoot/ freeze alive players,
the camper/killer will try to avoid spawns!
2.Problem solved!
