There are load of decent players that are just begging for tips, hints and general advice to improve their game: whats important in a cfg, how to train for this particular skill and so on,...
There are also loads of very skilled and helpful people out there so if one of them is reading this post, please put modesty aside and drop a few lines in...

my advice would be: watch as many matches and demos as possible and then go out there and do what you saw. eof
imho the most important things in a cfg are:
- cg_fov
- sensitivity
- cl_mouseaccel
with those commands i would stick around very much.
a high fov is better on closed maps,
a low fov is better for space maps.
you have to find out what is the best for you.
taking values from cfgs of good players is not the best thing you can do here.
while testing your config play dm17 against gauntlet bots
until your rail accuracy is always higher than 80.
then i would say your cfg seems to be quite decent.
commands for a better view on the enemy:
- xp_enemymodel "tankjr"
- xp_enemycolors "2224"
- r_picmip "10"
further commands to perfect the view are for example:
- r_mapoverbrightbits (with that you can decrease or increase the brightness of the map,
so that there is a higher contrast between your enemymodel and the map)
- r_intensity
but a good cfg is not everything.
to get one of the best you should be either very talented
or you have to play the game every day at least 8 hours and give up your real life.
and as wee bull said it is very helpfull to watch demos of good players.
btw im not one of the best so the text above could contain some mistakes.

Ya you need also a good mouse (razer, logitech...and maybe overclocking your usb port ), a good mousepad, a good monitor.
The hardest thing to handle for me is that cl_mouseaccel, never had enough time to find the perfect setting
Bah, everything mentioned here so far is almost meaningless. You don't need a good mouse, you don't need to play gauntlet bots, etc. I do just fine without that stuff.
Learn how to move around fast all the time. Never walk around. Figure out what weapons work best and how to switch effectively between them - this is key. Don't hold one weapon out the whole time trying to kill someone. At the same time, don't just constantly switch randomly between weapons and try to spam the enemy to death. Pick a weapon you like, then when you fire it off, switch to a couple of other weapons that are good for the situation you're.
For example, I like to keep BFG out as my main weapon. When I shoot it, I'll typically switch to rail and try to rail them right after my first BFG shot. Then I'll switch to shotgun probably and try to hit them with that. It's important to be able to switch very quickly to the weapon that's most appropriate for the situation without having to pause.
When I said move around quickly, don't just fly around and forget to aim. You need to try to kill your enemy, so take some good shots, and if end up in a vulnerable position and not moving much, shoot yourself off the wall and multijump, but get right back to aiming. Also don't allow yourself to become a sitting duck - get out of a situation where you'll get killed easily.
You don't need to always jump right into a big packed room. You can peek out of an entrance that isn't likely to be spammed or covered and take a rail shot or two before flying into the room.
It seems like a lot of people just use pretty much exclusively railgun. If you're doing that, try to learn how to use some other good weapons like BFG and shotgun. Unfortunately, there are lots of weapons that are sort of obsolete, so don't use those very much. Lightning works pretty good as a finishing weapon as well as shotgun. Plasma, machine gun, and rockets are sort of obsolete.
Don't be afraid to shoot off a BFG at entrances to rooms every now and then if it's a populated server. You might kill someone coming your way.
This is extremely important: use sound, preferably headphones. Listen for people coming toward your room that you haven't seen yet. You can get lots of kills this way before the enemy even sees you. The other situation where sound is useful is to orient yourself and find the direction where the enemy is if you've just launched yourself around the level or the enemy has.
I'll say it again, but it's important. Learn how to move around quickly but stay in control of your movement and be ready to kill people. You can make lots kills before people even really have a chance to shoot back at you properly.
I would also suggest making enemies and teammates different models. Put your own model and teammate models to something quiet, and make the enemy loud. This way your own noises don't stop you from hearing enemies, and you'll be able to hear enemies easily. Footsteps and jumping sounds from enemies are always present and easily heard.

Honestly, I would have to say, do what you feel is comfortable for you
1. Try to be sneakier and much faster than your enemy.
2. Act in a blink of an eye! Don't think too long before making a shot(thinking what weapon to use, etc.). Enemy will kill you first then.
3. Use your brain all the time finding the shortest way to the enemy or to the needed point on map.
4. Buy new mouse, pad and headphones.

Till u will change the weapon u will be dead ....
On this thread till now i agree with cookie post. r_mapoverbrightbits and r_mapoverbrightbits , r_intensitivy and picmip i set them some days ago and i shoot better , can see better the enemy . And u can use r_gamma too . IMO 90 fov is bad .. I use 130 , but on maps like dm17 dunno 90 is good

im portant is that u shoot when u have him in ur crosshair
when u learned then then u have to lern how to track him fastest.
(u should use enemymodels, picmip isnt necesarry)
then u should lern how to move best trough maps (maybe strafejumping?)
