we should concentrate on improve this rules cuz they arent ideal. My fast suggestions:
set as rules: all servers have to run with sv_fps 30 - not more not less (30 = lower latency, response server time, better shot precision)
rules for players: snaps must be set between 30 to 125
cl_maxpackets: min 60 max 125 (less packets than 60 will couse warps on server with 30 fps )
