Imo u have poor card. Before i had Fx5500 128mb with celeron 3,06 and fps wasnt stabile too. I've changed card for 7600gs 256mb and now it is running always 125fps. Try any higher card than Yours and U will see how it is going..
Now cards like mine or sth are cheap (ok 300zł).
and check heat sink, this was a reported problem previously (as well as pubic hair in fan)

LOL man where talking about Quake3 and not some Stalker or TestDriveUnlimited Games ... even on my 333 Laptop with 64mb Graphics-Adapter Quake3 e+ works very well on 800x600 if not all effects are turned on, Quake3 is a very old Game which came out long before 128mb Cards came out
i upgraded card from a 128 to 256 and noticed an overall improvement of gameplay, but should still be able to play to high degree with an on board card.
when quake wars comes out we will test our equipment, anyone got beta key can comment?
